<p>Just remembered something: When Nagato used Rinne Tensei, all the souls of the dead villagers (including kakashis) came back from the mouth of the Enma statue! So what if actually, the souls of everyone who is killed by a Pain go into Enma's 'territory' first instead of directly into pure land? This could be exactly the in-between stage Kakashi was in, allowing him to remain conscious to some extend. Also, if i'm not mistaken, didn't Kabuto mention he would have Nagato kill Naruto and Bee to then 'store' their souls inside the Enma and later revive them... </p><p>Speculative i know, but it may be a possible explanation for why Kakashi was conscious and Edos weren't. </p>

<p>That won't explain anything, why Jiraiya who was killed by Nagato, wasn't revived, just because he was inside an ocean so he will die? No, there are people who got killed by pipes, missiles, and the large scale Shinra Tensei, it's not like everyone have their bodies intact. King of Hell is the ability granted by the Naraka Path, it can fix dead bodies as well as store the souls that have been extracted by the Human Path, and something related to tongues. No one stated that the King of Hell can store souls of people Nagato killed. It just happened that Nagato's use of the Rinne Tensei is different than that of Obito's and Madara's. And IF it was true that Nagato whenever he killed someone they go to Enma then what is Sakumo doing there? </p>

Perhaps those who commit suicide go to king of hell :D

<p>Well in mythology, Yama/Enma is some kind of 'judge' for recently deceased souls, examining the good and evil deeds in life and then deciding what will happen to the soul accordingly (hell, pure land, rebirth...) So it would also be possible that every soul has to face him at some point, meaning the recently deceased villagers were still in his domain, whereas jiraiya was already in pure land... Also Sakumo seemed to still have unresolved 'attachments', making it impossible for him to 'pass on' (into pure land), so he too was still in an in-between stage somewhere around Yama's realm. For the actual apparition used by Naraka path, i personally consider him a being of the same level as the Shiki Fujin reaper, something that is not entirely a jutsu (phenomena based on chakra and therefore man-made) but has some kind of own transcendental reality (they actually ARE some kinds of 'real' demons/deities) </p>
