As for one of them to have same power Hagoromo had (or very close to his) they needed DNA of other reincarnation for that, like in Madara's case, he said he had both of their power when Naruto and Sasuke came back from 'death' ... Ashura's reincarnate would probably need to transplant eye of Indra's reincarnation and Indra's reincarnation would probably need flash of Ashura's reincanate ...

What don't you get? Transmigration's definition is "to pass at death from one body or being to another." I know what they both mean but what you don't realize is that Reincarnation and Transmigration are two separate things in eastern philosophy first off all transmigration is defined as to cause to go from one state of existence or place to another. Reincarnation is defined as the rebirth of a soul in a new body. You see that they are two separate things One is the state of change from one thing or state of existence to another, the other is simply the Rebirth of the human soul. those by their very definition are NOT the same thing. in Naruto their is no rebirth of the soul. the chakra of Indra and Asura is migrating from one body to another causing a state of change in the new body.

Case not closed. Where's your damn proof. They were literally only said to house their chakra. Naruto explicitly told Hagoromo himself that he's not Asura and Sasukes not Indra. They only inherited their chakra and ideals.
No its not. Chakra is not one's soul. There's this whole thing about life force energy itself being different from chakra. Much less someone's soul. Chakra is what connects the pure world, with the real world that's all. When Obito entered Kakshi, was he his reincarnation, no dammit.
