We all know Nagato was way weaker than Hagoromo who was pretty much the god of the Naruto Universe. Hagoromo with the deva path for example created the moon while Nagato could only make a very small one. With that example out of the way, I now come to the point should Creation of All things be listed as a technique of Outer Path. Creation of All things is a technique that only Hagoromo has shown and with it he created life from nothing. So my question is perhaps that is just a ultimate version of the Outer Path in action with both that path and Yin and Yang release working together. Both involve giving life and with the 10 tails it wouldn't kill you to use the technique.

Hagoromo didn't create the Moon by himself, he did it with his brother's help through the Six Paths — Chibaku Tensei, the same technique Naruto and Sasuke used to seal away both Kaguya and Black Zetsu. I think that Outer Path is the path that involves every Rinnegan jutsu not categorised under any of the other Paths, but nothing in the manga confirms that, so…

To further elaborate, there is no confirmation that COAT is a technique of the Rinnegan like the Outer Path is. Therefore, listing COAT as an Outer Path technique isn't viable.
