It's Tenseigan and Byakugan vs Rinnegan (and possibly Sharingan), both had TSBs. I'd say they were equal before Hagoromo became TT jinch.

Both had access Truth-Seeking Balls. One had the Rinnegan, the other the Tenseigan. Aside from that, we know too little about their abilities.

Hamura since Byakugan Hamura was roughly equal (slightly weaker imo) with Rinnegan Hagoromo. If you give him Tenseigan he is a bit stronger than Hagoromo with both yin and yang seals. TSBs come with Tenseigan while the brothers didn't seem to have them pre-Tenseigan or pre-TTJ.

I don't agree with the last statement, in The Last Naruto the Movie we can see Hamura, who clearly hasn't awoken Tenseigan yet, with his usual Byakugan but already with the TSB, although there were only five of them, on separate occasions. In addition, we don't know exactly, if the shakujo, which were used by Hagoromo and Hamura during their battle against Ten-Tails, were ordinary weapons or formed by the TSB.

Seeing as Toneri only got TSBs once he finished awakening his Tenseigan, it is fair to assume that its a dojutsu power. Now if we look back, we've seen Madara without eyes using Susanoo (MS power), Itachi using Susanoo without MS active against Sasuke and with only Sharingan active when he went to confront Kabuto, and Obito using his Kamui without his MS active either. As you can see having the dojutsu active does stop the wielder from using the ability. And what do you mean Hamura hadn't awaken his Tenseigan yet, the guy was on his death bed, of course it had been awakened.

And I don't understand why you guys find it so hard to believe he was 'a bit' stronger. Its not like I said he was stronger than JJ Hagoromo.

The Tenseigan was stated to be equal to the Rinnegan. Hagoromo with Rinnegan, TSBs, his tools, vs. Hamura with his Tenseigan, Byakugan, and TSBs. I see them as being equal.
