</p><p>As for the whole Orochimaru body thing, it doesn't really affect the plot much, so it wasn't addressed. Kabuto and Orochimaru were probably pardoned for saving Sasuke from death and reanimating the Hokages, both of which helped the Allied Forces win the war. If Sasuke can ally with Akatsuki, infiltrate Kumo, be declared an international criminal, kill a Hokage Candidate and <i>still</i> be excused, Orochimaru and Kabuto's crimes look way less severe in comparison.

<p>No they don't. I agree with your logic of pardoning. That kind of shit happens in the real world as well. However, Sasuke's crimes are in no way comparable to Orochimaru and Kabuto's. Remember, these guys performed hideous experiments on hundreds, if not thousands, of abducted shinobi from throughout the shinobi villages. Kabuto would let hundreds of captured shinobi fight to the death in order to find the strongest host for Orochimaru. The death toll resulting directly from Orochimaru's experiments is most probably in thousands. Not to forget, Orochimaru manipulated Rasa into going into war with Konoha, and killed Rasa and his advisers before impersonating him. The war against Konoha resulted in the death of the 3rd Hokage.
</p><p>Then Kabuto started the whole war and revived Madara. Had Madara not been revived, the death toll would have been drastically cut down. Basically, Kabuto was directly responsible for the death of 40,000+ shinobi. The final death toll was probably 50,000+ as the 40,000 number was before Edo Madara entered the battlefield.

<p>And if that's true, then it's a plot-hole. Shin not using the sharingans on in his arm and forehead for Izanagi seems unbelievable. Why carry so many sharingans if you're not gonna use Izanagi in the first place?
