I wouldn't expect them to be able to throw it at all. since Naruto only learnt to do that through sage mode.

I'll tell why it's not possible:

> Throwing the Rasen Shuriken takes skill, which Naruto can only do with Sage Mode (or after he was Rikudou enhanced, which allowed him to do in Base). Reminder that throwing the Rasen Shuriken outside of Base for non-Rikudou like characters would harm their chakra systems too.

You have to remember what Kakashi said during the FRS Arc. The jutsu is too powerful. No mere regular person could do it before, even two Geniuses Kakashi and Minato. Naruto trained ridulcously hard to pull it off, even having to use clones to increase his training. At some point he had to stop because he deemed it impossible. Naruto said, "It was like looking right and left at the same time" -- Which is why Kakashi deemed that he should try evening out each process with clones.

Even then it still took time to mature itself out and form. We've seen Uchiha's copy Ninjutsu before, but it hasn't been on spectacular levels like S Rank.

> I'll grant you this one, I'd forgotten that apparently it was ridiculously hard to add wind nature to a rasengan. But if an Uchiha is able to copy it, the major problem I see them having is not having the chakra reserves to perform it.

> I wouldn't expect anyone who can't enter sage mode to throw it.

True but the only reason it didn't take Naruto like 10 years was because he could literally throw hundreds of shadow clones at the problem. If Minato could do that, I'm pretty sure he would have figured it out in about 5 minutes. Well not literally 5 minutes but you get my point. The sharingan's copying ability simply skips all the training necessary to learn it. The only criteria is that the shinobi needs the ability to perform it. As for what the sharingan can copy, we haven't seen too many examples of jutsu being copied. We didn't even get to see Kakashi's '1000 jutsu' that he'd copied. Until we get some more information on the copying ability, it's fair to assume there is no upper limit on what it can copy, in my opinion at least.
