<p>Latency or 'lag' refers to the time it takes to transfer chakra waves to and from the SPoP in this case. That time increases proportional to the distance in question. Therefore, paths further away == greater latency. Nagato uses the paths as remote bodies that receive inputs, sight, sound etc. and then relay that back to his real body via chakra waves.
</p><p>The paths are not talking to each other, they have shared senses. All the information the paths are acquiring a being transmitted to Nagato. Nagato himself is controlling the paths.
</p><p>'Lag', wouldn't be an issue for puppeteers as the distance between the puppet and puppeteer would be negligible. Also due to the fact that puppets are connected with 'wired' chakra threads, therefore effectively no latency.
