<p>Considering our other options are: </p><p>Tsunade: Weaker healing than Hashi, when it's supposedly her greatest strength </p><p>Kakashi: Strength was never his strong suit. versatile, but not really much against the other Hokage </p><p>Hiruzen: complete unknown in his prime </p><p>I'd say your list is about right. I'd take off Minato's Bijuu mode though; he didn't have it as Hokage. </p>

<p>C'mon, it's pretty easy. Naruto as Hokage is surely the strongest among them. Then comes Hashi with his WR hax. Not sure who'd be the third one, but personally I'd give it to Minato, though the Minato with Yin-Kurama and NTCM. I don't actually believe in all this Hiruzen's story ("the strongest Hokage"), so to me the fourth one would be Tobirama. </p>

<p>I would give number 1 to Naruto, number 2to Hashi. Third position made me choose between Tobi, Hiruzen and Minato, but in the end I chose Tobirama. He possessed all the chakra natures, he was a master of Hiraishin too ( although Minato was better), he was a great swordsman, a sensor, and a creator of countless jutsu. Number 4 is Hiruzen for me. </p>
