<p>Naruto is demigod, so surely he would be in first place. Then Hashirama, the only shinobi that could really stand to Madara. Third one would be hard, either Tobirama or Hiruzen (well, Hiruzen as old man hold his ground against Orochimaru, ET Hashirama and ET Tobirama, so in his prime he probably was really strong). Then Minato (yes, he was quiet strong with Kurama, but he didn't have him when he was alive), Tsunade, Kakashi. Kakashi was very intelligent, cunning and has good leadership skills (though he sucks as teacher), but in terms of raw power he wasn't very strong. Like in The Last, when he was just starring at falling meteorite when Sasuke obliterated it with one technique. </p>

<p>That one was right. Kakashi has his virtues, but raw strength is not one of them. Seriously, I can't remember a single event from the manga that would show that Kakashi from The Last could take that meteorite by himself. </p>

<p>Keep in mind that that meteor looked to be significantly bigger than the relatively small rocks that fell on the other villages. in the 4th war a gargantuan meteor took 2 Kage to stop. Kakashi not stopping it isn't that much of a stretch. </p><p>Besides, The Last is hardly solid evidence for power levels, considering Naruto at no point whips out anything like SPSM. He biju-Sage-mode's the whole thing </p>

<p>He said during Rasenshuriken training that standard Rasengan was easy enough for him to copy, but that is all he can do with it. So I don't think he even tried to learn Rasenshuriken or try to add his nature manipulation to Rasengan. Rasenshuriken was useful only when mixed with Sage Mode anyway. </p>

Prime kakashi is not hokage kakashi so ...Doesn't matter anyways
