<p>They can.They are strong as obitos and madaras that werent broke by Susano arrows+multiple bijjudamas.Sasuke wasnt able to blitz naruto,he cant blitz toneri either.

<p>Technically, Naruto wasn't able to break Toneri's TSB shield, even with his clones' Rasengan barrage, he just undermined it and then attacked Toneri with usual Rasengan from the underground. </p>

<p>That KSM was meant to be equal to SPSM,but move was made before SPSM was created,so moot point.Edit:RASENGAN DIDNT DESTROY TSB SHIELD.
