<p>Considering Naruto's TSB's only appear when he enters SPSM, and disappear when he exits SPSM, he should honestly really be creating new ones every time he enters SPSM. </p><p>At least, that's how I think it should work. It's like transforming in to the Ten-Tails' Jinchuuriki every time, no? </p>

<p>We don't know why he doesn't create new ones. For all we know, they contain some aspect of the user's soul that gets lost forever and is irreplaceable once it's destroyed. </p>

<p>u need direct sp chakra, primarily (so, chakra from hago [from himself, his sons, or by getting rinne, but all of these things are the same so..], kaguya [her descendants, or the juubi], or hamura [his direct otsutsuki clan, or by getting a tenseigan, and the seals to use TCM]), then u need the juubi, or spsm, or TCM... or u can cheat, like kaguya did, and make a bigass one, outta nowhere, so that she wont lose it. </p>

So far Only Kaguya, Hagoromo, Hamura, Hagoromo's sons, Jinchuriki of the 10-tails, So6p mode can do that. </p><p>As to why Naruto for example can't create anymore, I have no idea. All we know is that if it's destroyed or it goes farther than 70m, it is lost forever. </p>

<p>With the way the anime is foreshadowing the endgame of this series, we'll probably only see the full extent of Hokage Naruto's abilities near the end of the story. Only then will we probably know if they can be regenerated (in his case) or not. </p>

<p>I hope that the scarlet spring arc get one of those really good, og animations, and some really good fight scenes as well. I wanna see Naruto in action again. im tire of little kids. </p>

<p>It's simple. If they could be generated, it would defeat the entire point of starting with a set amount of them. Furthermore, Kaguya is the only one shown creating one of nowhere and the only one who didn't start with a set amount, reinforcing the theme of her being the superior one as the progenitor of all chakra on Earth, with her powers being limitless. </p>

If it goes farther than 70m it remains intact case in point the balls were still sticking to minato's coat despite him using flying raijin. And to destroy them you must kill the user(like what happened to madara when he became Kaguya) or force him out of the Six paths senjutsu mode.
Kaguya was the only one to be shown to make one with her will. Rest I don't know but I think toneri too was capable of making them..
