<p>Yagura was a Jinjuriki despised amoung the people in his village, it's not possible anyone would want to be with him, especially for someone at a young age around their late teens to early 20s who wouldn't start early to have any kids, also, he was under Obito's control which led to him causing his village to go corrupt at for a while till he died. fact remains is there was no lineage this "Boruto" series is just filled with add-on's that make no sense in most areas. </p>

<p>you don't get it, first of all masashi didn't even work on the boruto manga only this guy Ukyō Kodachi is working on it, second of all, hes the one adding things to something that never happened. if it was masashi working on the boruto manga i'm sure he wouldn't create something out of place like this, as a fan of naruto i look at most of the character's backgrounds and personalities and in this case in yagura's background he went through a lot being the leader of his village and he doesn't seem like the type who would have kids or be in a relationship anyway. if it was ever possible i'd be the one to work on the boruto manga and perhaps remake the story with masashi cause the current plot of boruto CLEARLY does not make sense. </p>

<p>The natural procreation age is around 15. Modern society has pushed the age at which people settle down and have kids back for centuries. Hell, the concept of a teenager didn't exist 100 years ago. And even today, teenage moms exist. </p><p>

The only thing Kagura's existence confirms is that at some point, in some place, Yagura screwed someone. It only needed to happen once. Considering the guy was apparently in his 20's (as was noted, he looks young for his age), i find it harder to believe that he was a virgin at that point than that he screwed at least once. </p>

<p>Well if it was such a dictatorship he might have had one (or more) concubine(s). He pointed at a girl, or had a harem or something, it's more than enough for one to get pregnant. Also we don't know how old Yagura was when became the Mizukage, based on several examples we've seen on Naruto, he could've been 14 or something and died in his late 20s.
