<p>pretty much this. a real kage has knowledge, is wise, willing to sacrifice things for others, etc. suigetsu is none of those, except for the fact that kage ALSO NEEDS POWERS TO DO ALL OF THE ABOVE, meaning that chojuro is not the best choice either. BUT/AND YET, CHOJURO HAS, FIRST AND FOREMOST, THE WILL OF FIRE (OR WATER, IN THIS CASE), WHICH IS SOMETHING THAT GOES PURELY AGAISNT SUIGETSU.
