Kakashi was said to cut lightning, but was it real lightning and was it as powerful as Kirin? Since you don't have the answer to that, it's be no limit fallacy to even say he could cut Kirin. Literally one of the most powerful techniques ever produced at that point in Shippuden.

DB states that Sasuke just reshaped lightning. So it's just more designer lightning striking Kakashi. Plus usual lightning strikes are not limited to single shot, they are usually barrages which strike same point quite a number of times.

Obviously, he didn't specifically say it in a statement. But it was obvious from his face. He was glaring at it in such a way as if he had never ever seen a technique like that in the WHOLE 30 years in his life. He also added how it was even impossible for his Sharingan to keep up with Rasen-Shuriken. He realizes how it is even more dangerous when Tsunade analyzes the after-effects on Kakuzu's body in Konoha Hospital ( The scene with Tsunade, Kakashi and Shizune )

Unlike all the Lightning techniques in the world, Kirin moves at 1/1000th of a second, which is one milli-second. Hell, even in one entire complete second itself, it would be impossible to do anything in such situation. Plus, even if Kirin was really slow, it would still be impossible to cut it. An S-Rank technique like Kirin could literally erase ( Or nuke ) ANYTHING from it's path. The pure destructive power itself is so much, it's just impossible to do anything to it ( Unless you have something like Itachi's Yata Mirror, Massive Rasen-Shuriken, with THAT level of reaction speed )

Raikiri is S rank too. Rank doesn't mean anything. Lightning has much lesser reaction time compared to kirin if you look at real data. So yes Kakashi can not only react but can actually nullify it. So the only way I see Sasuke winning this fight is outlasting. I don't know why you are saying that much about Rasenshuriken but they seem to be more of your opinion than Kakashi's.
