<p>Kakashi can definitely lead, and he can definitely protect his village against other Shinobi.
</p><p>I seriously doubt that Tsunade can do the same amount of force as 7 people in their 6th Gates. But that's a debatable thing, so I'll leave that point be.
</p><p>What would the other Kage do to a meteor that big? The Raikage wouldn't do more than Tsunade, and I'm not convinced Tsunade would take care of it better than the Crane Formation.
</p><p>Tsunade has been Hokage for most of the series, of course she's proven her importance. Kakashi was hardly shown as Hokage. Of course we would know what Tsunade was like as Hokage more than Kakashi. But it seems there weren't any notable problems while he was in office. Whether that means he was just a really good leader in a time where literally everything with the Shinobi relations were changing, or he was lucky enough to not have too many issues because of peacetime, take your pick. It doesn't discount his qualifications to the position.
