Tailed Beast versions? Flesh and Blood are stronger obviously, it's easy to tell that just by how Naruto was progressing towards nine tails as the series progressed. The strongest Kurama got before cooperation with Naruto was when he grew his flesh back against Pain. It's just they have nerves and whatnot so of course Amaterasu hurts Hachibi more than just a cloak. But in the end Bee did the same thing Naruto did; shed the burning bits and got away. Naruto just had the sensing chops to put up his cloak in front to block it

If Jiraiya kicks bee. don't forget B was keeping up with the much faster raikage for most of his life.
