Being a low level Kage isn't hard Asuma, Zabuza, and Hidan are all low Kage level. So is Shikamaru Nara who imo is the strongest in the Konoha along side Sakura until Naruto learns Rasenshuriken. Yes, I know Lee and Neji are strong, but Lee and Neji never done anything in Shippuden to make them even Jonin especially Neji who only fought his clone and later died in Shippuden. I think Lee and Neji were wasted potential, but Lee was injured from 6 gates and Neji never did anything after fighting Kidomaru really. I know people will say Lee is Jonin level when he fought Kimmamaru and the truth 1. being drunk isn't fair to call him Jonin when it isn't apart of his training or something he could train it at all it's like it's not his actual skills if that make sence. 2. Kimmamaru is sick and a sick Kimmamaru couldn't really do any fatal skills because it would be to much for his body. 3. If you pay attention Lee has great speed using taijutsu, but Lee never did anything to Kidomaru besides make Kimmaru dodge his skills and dodge kimmamaru skills. Konohamaru was able to dodge one of the path of pains attacks and that doesn't make Konohamaru Jonin level or anything. Shikamaru however fought Hidan and learn to analyse Hidan and Kakazu and was able to bury Hidan. Shikamaru also helped with his shadow paralysis jutsu to distract Kakazu and Hidan before throwing Asuma's blades with explosion tags to capture both in a shadow jutsu. Without Shikamaru and Kakashi using chidori they wouldn't have gotten one heart meaning they wouldn't have gotten the second heart. When Shikamaru captured Hidan and with one of the hearts gone Kakazu got stronger, but less dangerous let me explain. When Kakazu summons the masks they use one Aoe before the masks uses their power on a lower scale. Also with all the masks and Hidan for all the distraction increasing how dangerous the fight was. When Hidan left and one of the hearts gone, Kakazu goes and combine the wind and fire mask. The mask is powerful, but less dangerous as they have less to dodge. With Shikamaru getting rid of Hidan and Kakazu's main heart. Kakazu has to put the 3 masks to ressurect himself and the lightning mask is useless as it only serves as the heart while the other two masks are combined with Kakazu. This make Kakazu alot stronger but less dangerous as now they only have to deal with one Just Kakazu with the two hearts attached to him. Also he was already tired out if Ino was useful she could've healed Kakashi and all three could've held they're own until Shikamaru goes to the battle field and gets healed by Ino and he throws Asuma's blades to capture Kakazu and Kakashi goes and finishes Kakazu off. I feel bringing Naruto in was so unnecessary and saying that he passed Kakashi wasn't true as he lacked skills and having one op power doesn't make you that powerful given the fact he was already tired and not having all his mask and Hidan to his side. Shikamaru and Kakashi did alot as Kakashi would have lost himself without knowledge as Asuma who was more equipped tbh and still died. People like to bring up Kakashi is stroner than Asuma which is true doesn't mean all battles would be the same. Hidan can only die with an A or S-rank jutsu that needs to decapitate Hidan. Yes, Kakashi has Chidori, but without knowledge he wouldn't use Chidori on someone's face but rather their hearts. Everytime he uses Chidori which were Haku, Kakazu, and one of the pains for example is really wastes alot of Chakra and he gets tired which is why it takes a minute or two before he pulls out just like when he did it with Rin. If he used Chidori on Hidan he would've died because Hidan would just squeese him or use his weapon to get blood from Kakashi. Why do ya'll think he didn't use chidori on Hidan because he got knowledge from Shikamaru. Asuma was more equipped to fight Hidan because chakra blades made more sence to cutting his head off which is why they bought Kakazu with him so Kakazu can reattach Hidan. If Team 10 with Asuma and Kakashi would've been to much for Hidan and Kakazu if the other side had full knowledge. The reason being is when Shikamaru captured Kakazu and hidan with shadow paralysis and throwing a weapon as he didn't really need the chakra blades as all he needed was just to infuse chakra into any sort of weapon. If Shikamaru captured Hidan and Kakazu then Asuma and Shikamaru would easily destroy Hidan's two hearts and still use the capsules. Shikamaru would go take Hidan to the Nara forest with two of the capsules possibly destroying one or two hearts depending on the area of the two hears that were destroyed I assume. So kakazu would be so powerless at that point. Asuma, Shikamaru, Kakashi, Hidan, and Kakazu are all Kage level, but the reality is all though Asuma had more chances of fighting them the Kakashi and Shikamaru wiithout prep or even with prep showed that not all fights goes to plan and characters die. More characters in reality would die even Kakashi, but fanbase wouldn't allow it as he wasn't exstemely powerful until he got to the war, but the show wanted to kill him off before that. To the viewers and comparing the fight today it doesn't seem kage level, but the reality is all of them were Kage fighters besides Choji and Ino. Without prep Shikamaru is kage level but needs prep to think things throught to come up with prep. That's why in the war they focused on Ino and Choji so they can be bought up to kage level yes, Ino herself is Kage level people think she isn't but the fact is she is on the same league as Sakura in the way people think being strong makes you kage level, but it's alot of factors and you really only need one, here are some examples. Intelligence, way of thinking (Spirit- really understanding the will of fire for example). Strenght, support, entail gathering, sensory, etc. There are so many ways to be considered Kage level as little as support itself if you are a really good support that would help. Ino was able to support Choji and Shikamaru several times including the war and also use mind transfer on obito and on one of the twins on tailed beast mode as I remember. Great Strenght and Power is what will protect lots of people, but being Kage level can be done in seperate category. Being Kage level isn't hard, but being an actual Kage is hard as they protect the village and is most qualified. Shikamaru can be Hokage as Minato wasn't kage level at first until he had to change and go through intence training to make him kage level asap. Shikamaru doesn't get alot of training although he does with Asuma and he's stronger because of Asuma and his father he was never pushed like Lee was meaning he could have alot more strenght, which is why in Shippuden he knew his importance and he gotten alot more stronger along the way. Elite Shinobi's are Kage level it's just the fact that they couldn't call a skilled shinobi Kage because for obvious reason. Not all people will be strong as Naruto and Hashirama which is why once you are considered an elite shinobi your already capable of being kage as long as you are capable of handling situations. They're plenty ways a kage can be good besides strenght, like when tsunade aid the konoha. Kage can get entail, give aid, set elaborate traps, or like Hidan and Kakazu need to be analyzed to full exstent to be killed and etc. Also kage can help to lead to shinobi forces. Naruto was always strong and was Kage level, but in many factors to become one he wasn't ready. Naruto focused on his own growth and wouldn't let the leaf shinobi forces fight and would do everything himself, but Naruto can't do everything himself like Itachi said. Although he's powerful he can't tackle all the villains or use a bunch of op jutsu as it would destroy alot of areas and not all bad guys should be killed but rather send to prisons as some villains commit lower crimes. Also people say Shikamaru is slow, but he's really fast considering he was able to dodge Kakazu's punch with ease while he had shadow paralysis in place at the moment during the fight with Asuma. Shikamaru is Kage level in the sence of Support, Intelligence, stradegy, and etc. I know people woill disagree with alot, but you have to remember that this is an anime and is just for fun.
