I know my comment is really late but I just wanna say... Minato is stronger than Tobirama, just the reasons LSO gave were really crappy.

In terms of speed, Minato is far faster. This was stated and shown in various ways. During the war arc, Minato gets to the battlefield before the other three Hokage and when they do arrive, they state that Minato was really fast to get there before them. Another example is that Tobirama was unable to blitz Madara (Alive with no eyes) while Minato was able to teleport between a charging 8th gate guy and six paths Madara truth-seeking orbs (Both of whom are far faster than alive Madara with no eyes). Minato was also known for perfecting the ftg, which you can say makes it faster.

In terms of feats, Minato also wins. Tobirama was only known for creating a bunch of jutsus but never a master of them. While Minato was known for his infamous 'Flee on sight' order issued by Iwa, after instantly killing 'thousands' of ninja all at once, thus making Iwa end the war. Tobirama did kill Izuna (Yes LSO, it is cannon, don't be dumb), he was defeated by the gold and silver brother's team of 20ish S-ranked ninja. This may sound glamorous but remember the gold and silver brothers were said to be the strongest in the team but was easily beaten by Kurama, the very beast Minato easily beat(He only killed himself sealing it because its stated numerous times that the leaf village just couldn't lose the Biju). Minato also fought and forced a prime Killer B and Ay to retreat after easily outmaneuvering them. He was so terrifying that Naruto's heritage had to be kept secret or else Iwa would attack Konoha in fear of another man like Minato joining Konohas forces. Also, Tobirama was never strong enough to force a village to surrender.

In terms of strength, Minato wins again. Very few feats are given about the strength of Tobirama, but the ones we have for Minato are enough to conclude that my statement has a truth to it. Minato was shown easily cutting through Killer B's eight tails tentacle, which has shown to be incredibly sturdy in numerous situations (Kisame fight and Taka fight). Minato was also shown to have sage mode, which we see gives the user unbelievable strength, as shown by naruto casually stopping and chucking the giant rhino summon during the pain fight. That's all that's really shown but from that, I'd say I doubt Tobirama could outdo that.

As for battle tactics and overall smarts... Minato wins by a landslide. Tobirama was only known for creating every basic jutsu and some advanced jutsu in Konoha. Minato was known for his genius and overall prodigy status that he graduated from the academy extremely early, made an incomplete A rank jutsu from studying the tailed beast bomb. He perfected the ftg that Tobirama gained notoriety for and he was a master of sealing due to his studies and from being taught by Kushina, which has been said numerous times that sealing is a very complex and hard to learn thing. And that's talking about basic sealing, not the advanced sealing that was so powerful and terrifying, that the Uzumaki clan, which was known for it, had to have three VILLAGES come together to destroy it. The Uchiha clan and the Senju clan weren't even that feared.

In conclusion, Minato has been regarded as a genius as a young kid, like beating Jounins while he was still in the academy (This happened when he went to save Kushina from being kidnapped), by how quickly he figured out Obitos phasing ability when it was regarded as impossible to beat. Which, to add, he fought Obito at the time thinking he was MADARA. The man said to be unable to be defeated except by Hashirama, a man who was so feared that people said, "His very name held power." if that doesn't tell you the kind of monster he was then I don't know what will. And Minato was equipped with skills that had people arguing whether he could beat the famed Hashirama Senju. The very man who could beat Madara, as in Madara Uchiha, the man Tobirama never dared to fight because he knew he would lose. And unlike Minato, Tobirama never got a legendary title or famous for something other than creating some justsus that was used every day. This is even more showing of Minato's superiority because of all four original Hokage Tobirama was never given an Allias that represented his abilities (Hashirama and Hiruzen were called 'The God of Shinobi' and Minato was called 'The Yellow Flash of the Leaf').

Killer B literally got stronger after the 3rd War, he was even forced to train and get stronger by A.
