From an objective standpoint he's a pretty nice character. But story wise I despise him
I think he means that Danzo being an asshole is what makes him well-written. I mean, you can have both. He is a villain, after all. So in that way, yes, I suppose he is a better character than Sakura, but I’ll be damned if he’s a better person.
Madara was even worse.

Madara was pretty easily the most conceded character in the entire show (no debate there rly, it’s kind of the point) and the things he did are probably worse than what Danzo did, especially if you count what Obito did under his orders (I personally count those actions as Obito’s own responsibility, but I still think Madara was probably worse by actions).
Even so, the reason Madara is beloved rather than hated is because he owned up to everything he did. He didn’t perform his actions under the false guise of protecting a village or anything. He flat out said “This world sucks and I’m gonna make it perfect by putting everyone in a tree coma forever”. Little did he know that by doing that, he almost turned the entire world population into plant food for Kaguya to take back all of her chakra through or whatever. Pride comes before the fall, as they say. Still, because these are fictional characters in a fictional world, people don’t actually judge likability by actions, but by motives and methodology. That’s why Madara is seen as more justified than Danzo.

He is actually a great character! He is the perfect antagonist and he is truly underrated for that. The fact that most of us hate him means that Danzo as a character is a success.
Danzo adopted Tobirama's will. Why did you not hate Tobirama?
Bcoz he promised his brother to not go hard on uchihas.
On the other hand, no one stopped Danzo. So he pulled out the most evil plan and that is wipe out all uchihas.
Thats why he is a villain.
Tobirama’s ideologies were far more level-headed. At no point did he wish to wipe out the entire clan. He had some prejudiced policies, but even when he was Hokage he didn’t take his prejudice to quite that extreme. Hell, Tobirama had an actual reason to despise the Uchiha, being the massive inferiority complex he took from his rivalry with Izuna, which was only exacerbated by Hashirama’s clear superiority over Madara. He could’ve tried moving past it after he outsmarted and killed Izuna, but he probably felt as though he won by a fluke and remained bitter over the whole thing.
Danzo, on the other hand, had no such beef with the Uchiha and only waged psychological warfare with them to gain the approval that he so desperately craved from Tobirama. He knew that he would never surpass Hiruzen in skill, so he thought that if he adopted Tobirama’s anti-Uchiha sentiments, that would work in his favor.
Thus, Danzo used the Uchiha as punching bags with which to vent his frustrations with Hiruzen and his own inferiority complex. However, Danzo lived much longer than Tobirama, and as he aged, as he watched his opportunity to become Hokage drift further and further away, he continued to target the Uchiha as his coping mechanism. His bitterness festered until he was shrouded and enveloped in anti-Uchiha prejudice, eventually taking advantage of Hiruzen’s pacifistic tendencies to carry out an ethnic cleansing so that he could use sharingan to finally become stronger than Hiruzen (which didn’t work anyway, because Hiruzen still would’ve mopped the floor with Danzo, even after all his implants).
