Sasuke chose to not get his arm back. If he wanted, he could go to Tsunade and Sakura and get another arm just like Naruto.

He just chooses to not get another one, and even if he wanted to there are different ways, that's why he doesn't use Izanagi.

He could litterly summon the king of hell and heal it.

1) EMS is Eternal Mangekyou Sharingan

2) Izanagi isnt a basic Sharingan jutsu

3) There is no "Infinite Izanagi." If Sasuke uses it, he loses the eye it was cast with
