If Dio gets cocky, Sasuke. Dio is heavily reliant on his ability to stop time and if he didn’t have if, he would be fodder. Dio would win if he isn’t cocky and actually uses his ability to stop time usefully but Sasuke would win otherwise

Sasuke's faster, and he has multiple moves that can put DIO down:

Amaterasu

Chibaku Tensei

Kirin

DIO can't really hurt Sasuke other than blood sucking, so...
