Acctullay Naruto did become a jonin.

When Naruto was proved to be one of the most important points of the allied shinobi forces win in the 4'th great shinobi world war, He became a jonin.

After the war as you know, Kakashi Hatake was promoted to kage level.

After naruto and saskue fight, Kakashi did assign Naruto to jonin rank.

Do you guys remember when Shikamaru bought Naruto back to the academy? And when Naruto called Kakashi 'Sensei' Shikamaru said "Well, It's more like lord Hokage"
