Ngl you are right about the 9 tails part. But, the peak of Minato’s speed is basically teleporting leaving a flash of light behind or not. With Tobirama, they don’t even know he’s moved until after they get cut or attacked by him outta nowhere. That doesn’t change the fact that they both teleport. To me they have equal speed imo
