I think he stops at konan because he’s pretty comparable to war arc gara imo. Deidara won against gara mainly due to the fact that gara was protecting the entire village from being nuked and since he got stronger and yet edo rasa(aka weakened) was up there with war arc gara ima just say he beats deidara mid diff, sasori high diff and loses to konan I might be wrong tho

Hidan is like asuma level, so not Kage level....

Sorry i mean that the only one he can beat is hidan

And in my opinion hidan is a low kage level

IMO he wins until he has to fight Konan, as she's kind of a counter against him, without counting that then he still loses to Sasori as 3rd Kazekage>Rasa

How does konan counter him? Rasa can lift his sand up above him, so he's going to have a easy time dealing with the paper

Well, I was kinda using one of the games for the argument, but it kinda doesn't make sense to use it to say Konan counters him yet put her below Sasori, so my mistake
