Even kids playing around the village can be seen jumping up onto roof of houses from the street

Why can they do it? Probably due to chakra control yeah

And as for why she jumps before smashing, maybe she wants that gravity amp idk

It’s honestly probably just because it looks cool and gives her a kind of “signature move” to go along with chidori and Rasengan. Helps set it apart from a regular Shinobi big boi punch.

U can see the worst shinobi jump that high they have insane gravity
