Somewhat, you have VL Ichigo who was gonna destroy Earth if left unchecked and Juubito who scales above all the Bijuu who should be at least Continental to Multi-Continental and in the manga it's stated the Ten-Tails created many nations and split open the Earth but I give the edge to Ichigo.

The reason I asked is I believe that VL Ichigo is probably above Juubito but they should be somewhat in the same tier. Even if you added another Ulquiorra, I don't see them doing anything to VL Ichigo. The fight was absolutely one-sided. Meanwhile, Naruto was at least able to hold his own against Juubito despite having help.

If it's Full Power VL Ichigo, both Ulquiorras get mopped hard. But on the Naruto Vs. Ulquiorra fight, if Naruto does a shadow clone diversion and gets close to Ulquiorra, Ulq is getting worked.
