Sai; he isnt underrated because he's actually decently weak in endgame

Hidan: No, because of his glaring weakness. Nobody is overrating his immortality

Konohamaru; basically Sai but it isnt his fault; decently strong character itsjust that all of his students are y/n characters

I think Sasori or Komohamaru since most people I've seen hate them, while I actually like them.
