When they are talking about "power" they mean ten tails and stuff like that, not who would win in a fight. Hagaromos power was rinnegan and being a 10 tails jin, madara was approaching his power since he now became a 10 tails jin and only had one rinnegan compared to hagaromos two. They where specifically talking about one eyed jin madara since that was the madara who was shown in the image

Just because naruto has a weaker "power" does not mean he would lose right?
