Alright, so here's why Tobirama stomps. He has Flying Thunder God, which mortally wounded a Mangenkyo Sharingan wielder. Also, Izuna was much more used to using the Mangekyo Sharingan then Sasuke. If your wondering why I didn't include Shadow Clone Jutsu or Summoning: Impure World Reincarnation, it's because Sasuke has seen Shadow Clone Jutsu way too many times, and we haven't seen Tobirama using Summoning: Impure World Reincarnation. Also, I'm pretty sure Tobirama has a moral compass. Flying Thunder God was literally made to counter the Sharingan's enhancing of reactions. The Sharingan can't detect stuff that's instant.

Edorama literally made EMS Sasuke scared by lifting his finger, don't know why this is a debate. aksi @Riterdomada listing jutsus isn't really a good way to show that someone is above another, feats/statements are more important otherwise kakashi stomps everyone cus his knows 1k jutsu apparently.

@Sonofseagods It's not that he created ninjutsu, it's that the ninjutsu he created are meant to combat one thing: the Sharingan. Oh ya, what carries Sasuke in Shippuden? The Sharingan. Also, most of the Senju's default moveset is based around defeating the Sharingan. Also, are we gonna ignore the fact the he singlehandedly managed to stall, and most likely severely weaken, the Kinkaku Force. Even if we take Tobirama when he was reanimated during the Konoha Crush, he could probably give MS Sasuke a tough fight.
