I'm pretty sure it's been stated Sakon and Ukon are the strongest, Tayuya is close and Jirobo is the weakest.

Kidomaru has the best Jutsu in Naruto and the best Summoning (Kyodaigumo), so unfortunate that we will never see it again...

But yeah, it was stated to be Sakon, then again, the people here don't care about lore, it's all about "feats" according to them so the statement should be worthless to them, not to me though

We use both feats and statements, statements mean nothing if contradicted by feats but if there are no feats or comparisons then statements are used, they can also be used as supporting evidence.
