While I have SM Jiraiya ~ P1 Orochimaru and not Base Jiraiya, I still do have Kisame lower than the Sannins. Every version of Kisame, btw.
Fused Kisame was only slightly superior to FKS V2 Bee after having absorbed 1 V1 and 1 V2.
Sure, then he absorbs another V1 and V2, but he doesn't get any better feat than being >~ V2 Bee, unless you consider blitzing and bullying Base Bee is better than that. Anyway, he wouldn't have become even twice as strong from that which is still the same level.
It should also be considered how it is implied Kisame was superior only because they were in the water (As it is normal to be slower when swimming). So Kisame was actually slower than V2 Bee.
Logically, Full Bijuu form is superior to the V2. Then, we have a couple ways to scale FKS Bee to FKS Ay.
First one is by using the Amaterasu. This is Bee against it from Taka Sasuke.
And this is A4 against it from FKS Sasuke, who has recovered from his previous fights and also has got stated hatred amps. In speed.
And in durability.
There's a way to argue Bee reacted too, but he did with a lot more distance, after an implication of barely doing so, and didn't manage to dodge at all. Ay for sure does better.
Another argument is that Bee became stronger in between, but it's pretty delusional seeing how there're only two days in between and V1 Bee performs relativity to V1 FKS Ay in the Kisame Fight. It's far safer to assume he is closer to what he was against Sasuke than in the WA.
Other way to compare them is via narrative through Chakra. This is sensor Karin's statement, who has only seen one Jinchuriki: Killer Bee.
The difference between Taka Sasuke and FKS Sasuke is also pretty hard to deny. It's probable that FKS 3T > CM2 Early Hebi Sasuke > 3T Early Hebi Sasuke > 3T Taka Sasuke. Like, he became 10+ times stronger.
The implications for FKS Ay not being Sannin Level or only relative to them are pretty solid. First, this:

Finally, there's how FKS Ay was either losing or stalemating FKS Ribcage Susanoo Sasuke. Suigetsu didn't think Sasuke surpassed Orochimaru even after having seen Skeletal Susanoo Sasuke.
And a stronger Sasuke was still looking relative to Danzo.
