Keep in mind that I barely scale PT1 and non-relevant Shippuden characters, so some placements may be a bit wonky. If you notice them, please call them out. (if the takes are bad, i will publicly humiliate you; if it seems like intelligent life is actually typing it out, ill bite)
Some characters who only have 1-3 forms have been put in their prime states. (and other certain forms that dont have a specific state [i.e. kcm naruto, ems sasuke, etc] have also been placed as their primes during that form)
