Who built the mural is suspect. Assuming it was Isshiki, he could just be biased toward himself. Logically, Momoshiki should rank above him since he claimed Earth's fruit was supposed to go to him before Kaguya stole it.
Urashiki may or may be one depending on how much the manga wishes to go along with the anime, but I highly doubt it is Toneri since he is uninvolved. If so, he might have had a partner he consumed at some point.
Alternatively, more likely, it could be Shibai, yes. The other could then be his partner, though their whereabouts when then be unknown, unless Shibai consumed them on his way to godhood.
