Personally, I would say Taka Sasuke because he has his MS abilities plus Susano. He could probably block Neji's attacks with the Susanoo and just burn him with Amaterasu or Kagutsuchi. Now that's something you can't use palm rotation on. Plus, Sasuke was able to be on par with Danzo and partly Killer Bee.

Neji could be scaled to the 8 tails but I'm not sure, and amaterasu would probably still work

Neji's techniques wouldn't work all that effective.

I don t like sasuke but is more powerfull than Neji
