Naruto uses 3 to immobilize a Limbo clon and then uses his remaining 6 in that attack. THen Madara cast the infinite tsukuyomi and they hide in Sasuke susano, where he doesn't have any truth orbs. When Sasuke undo the Susano you can see how Naruto brings back those 6 Truth orbs (he does not make any new ones).

He has 6 in the manga, idk why do they put 7 in the anime...
