No.

Kisame can rip bijū levels of chakra from just a few mutual strikes, and can likewise regenerate from bijū-level attacks, even before merging with Samehada. Tsunade's prodigious strength is based on chakra amplified strikes, which would be negated through Samehada (a chakra enhanced sword was blocked by Samehada through this same mechanism).
