He shouldn't be. That would cheapen his sacrifice. He's earned his rest & a fitting send off for our favorite Tailed Beast.

It’s not eternal rest. Because of what he is, he has affectively erased himself from existence even if they did bring him back, he wouldn’t be the same Kurama. more like a clone…Just like sora effectively was. Fact, the original Kurama is gone. not just dead, gone.
