I say Koji because he was stated to be a match for Code (with Limiters) who was confirmed by Amado to win against SM Hokage Naruto who at his base, with 50% of his chakra and injured was dodging blows from Fused Momoshiki who is stronger than Kaguya. (The following is not good reasoning but something I wanted to point out): I saw a lot of people saying that Base Hokage Naruto is stronger than TCM Toneri who was confirmed to be on par (and in some promo material stronger) than Kaguya which would place Base Hokage Naruto above Kaguya and Rinnesharingan Juubidara and with Sage Mode he would be even stronger. If Code (with Limiters) is stated to be stronger than SM Hokage Naruto and Koji was stated to be a match for him, wouldn't that mean that he could take down Rinnesharingan Juubidara and even Kaguya?
