I think most people didn’t know the full extent of the Rinnegan’s abilities like Nagato did since he trained it for most of his life, Sasuke for example unlocked his Rinnegan during the War arc and probably could have brought Neji back to life using it but since nobody explained he could do that to him he never got the chance to bring him back (or you can’t bring back people you didn’t kill your self since Obito killed Neji only Obito could bring him back but I don’t know if that’s confirmed it’s my guess). Obito was able to use the Six Paths and split his Rinnegan powers like Nagato did but that would be a waste since if one body is separated then you lose an ability and that would be pretty bad in a fight so it’s probably best to just keep all its abilities in one body so you don’t have to worry about it.
Truth Seeker Orbs from what I know were able to be created by Hagaromo, his 2 kids, Obito (Ten Tails), Madara (Ten Tails) and Toneri (from the Tenseigan) but we’re also used by Naruto through Hagaromo. So the main connection was the 10 tails which allows the wielder to create the orbs but since Madara didn’t really fight at all as the ten tails it’s best to ignore him, Naruto though I believe he couldn’t really control the shape of them since he wasn’t a 10 tails Jinchūriki and could only do a little which is why he used 2 rod like bat-tons, Hagaromo mainly just sat and was floating above them, I haven’t seen Toneri but I think he did make a barrier using them and finally Hagaromo’s 2 kids had them but I didn’t see a fight in the manga so I don’t know if they did anything. So the main reason would be Obito was the only one to actually use them in battle aside from Naruto & Toneri. From that Obito could control them using the 10 tails, Toneri could control them using the Tenseigan and Naruto didn’t have much control since he couldn’t create them and didn’t have a specific ability to let him.
