Boruto combined the rasengan with two different chakra natures, one of which he created himself. But Naruto was the first to combine it with the chakra of all nine tailed beasts including their changes in chakra nature: magnet, fire, water, lava, vapor/boil, and wind. He was also the first to combine a change in chakra nature with the rasengan, which minato, jiraiya, and kakashi couldn't do. Konohamaru isn't even in the picture.

Given that Naruto managed to apply a nature style to it successfully-in a record amount of time, might I add-something not even the most prodigious ninjas such as Minato and Kakashi could do, and the fact he created most of its variations and spinoffs, I'd have to give this one to Naruto.
