After the war Sasuke had a lot of enemies, some even within konoha. Coming to the village would lead them to his family. Also he was atoning for his sins and traveling the world Also he was a spy for konoha and traveled to other lands and sent back intel with hawks. He was so busy he rarely came back to the village.
