As a Hokage, I'll go with Tobirama because he bringed so much for Konoha and the other hidden villages system, even if battle feats are not the best, he babysitted Hashirama during his whole career. Kakashi was babysitted by Tsunade and help Shikamaru, who also helped Naruto who himself was babysitted by Kakashi and Tsunade. Let's not forget about Minato and Hiruzen, which was the same "old Kage helping" situation
Though Tobirama is closely followed up by Kakashi, because he still did a kot of things with Tsunade (even though I'll bring the merit to her honestly), he still did lot of things by himself, wanting to make good but easily misinderstood though
