Overall I prefer Naruto as a character, but as a Hokage I'll go with Tsunade, she really done well for the village to keep it's stability and stand up after Orochimaru and Pain attacks. And during the war, she did really well, she is cool :) Naruto Hokage was always babysitted same for Minato, even if battle feats are way better than Tsunade's
And uh Tobirama he did well for the village butI feel like Tsunade is a better representation of both Hashirama and Tobirama heritage
