Ninja Storm 4 starts out in the Naruto Shippuden endgame. You'll likely not know what's going on unless you know the story. Pretty sure Storm Connections is a complete Side Story, so I'd likely get connections unless you plan to get UNS 1, 2, and 3 alongside 4.
