Him being lightning doesnt mean he has lightning combat speeds. having lightning types of element does NOT guarantee you the entire characteristics of lightning. he may move at lightning speeds but that doesnt mean he can fight or react at that speeds.

This can literally be backed up by the fact that he failed to dodge lightning bolts (not those h2h hits) like 3 times. if he really was lightspeed, he wouldn't have any trouble dodging lightning bolts. Alr showed calcs that have been fact checked by mods and professionals. It just proves that the Noro-Noro beams with its Photons are LS, Luffy has dodged multiple of these and is obv FTL.

The scan you showed me was a travel speed feat. it wasn't a combat speed feat. This only proves that enel is only capable of TRAVELLING at the speed of lightning. and not fighting or reaction at that level.

For the fact that Luffy blitzed Enel (Who is Lightning speed at Base) then this SBS goes into effect that states you'll have to be LS to react to his Lightning which means Enel's Lightning = LS.

You have no proof whatsoever that it takes a long time for Kizaru to accelerate, for all we know, Kizaru can accelerate in an instant but has just never done it. I can support this by showing that NONE of the admirals has ever gone all out in the entirety of the series (unless you count Aokiji vs Akainu in PH) ESPECIALLY IN MARINEFORD to prevent damage to the base
