I wanna say Guy, but I don’t know how Guy would beat the Susanoo or Amatarasu. If we look back at part 1, Sasuke lost to Lee because even though he could see and read all of Lee’s attacks, he was too slow to keep up and actually counter them. However even if that ended up being the case with Guy, Sasuke has the Susanoo. It doesn’t help that we don’t really see the kind of speed Lee used against Gaara, where someone is so fast they can’t even be seen, after that match. If Guy was moving like that in his fights against Kisame there’d be no question he’d win, however from what we’ve seen of 7th Gate Guy it just feels like Hirudorah wouldn’t do much to the Susanoo
