Madara, high diff IMO

While TL Kakashi is really broken, Madara is still more powerful so he takes it.

I would've loved to see more of Hokage Kakashi because just based on the novels, he was above KCM2 Minato, maybe even SM Hashirama.

He fought equally with a woman named Kahyo in Kakashi Hiden who destroyed the Fourth Raikage so bad that the other Kage and his whole village laughed at him. That same Ay is at KCM1 Naruto lvl. He also gained a lot more chakra since the Sharingan isn't draining his chakra anymore. In Kakashi Retsuden, it was confirmed that he had grown leaps and bounds compared to his WA self who was arguably above KCM1 Naruto.

Likely Madara, but we really don't know. The high scalings for Kakashi come after he isn't Hokage anymore.

The being leaps and bounds stronger than his WA self is the only post-Hokage statement. The Kakashi Hiden feats (which get him to KCM2 lvl) is still canon.
