I'd say he was equal to Rasa only because we saw in the WA that he was able to match Rasa's sand meaning WA Gaara would be the minimum version to equal Rasa.

WA Gaara sealed Rasa pretty much instantly, without much effort

So I’d say beginning of series Gaara is at least equal to Rasa, especially considering he can let Shukaku take over in the worst case scenario

I would put him low kage above rasa.

I think, he is in Low Kage level above Sasuke/Mei. I think Garaa was stronger in the original Naruto.
