Actually, I'm going to switch to above Juubito in Low Juubi because Hagoromo is equal to 2R Juubidara and 1R Juubidara should be around half his power since Hagoromo stated that 1R Juubidara was close to his power (and again, 2R Juubidara ~ Hagoromo) meaning 1R Juubidara should be at least half as powerful as Hagoromo (and 2R Juubidara) who scales above Juubito. Ashura & Indra should be half as strong as Hagoromo and therefore, 1R Juubidara lvl. Basically 2R Juubidara ~ Hagoromo > 1R Juubidara >= Ashura ~ Indra > Juubito

@Dyss00 No one is unscalable. We don’t get much info from the manga itself, yet even if we use headcanon or interpretation. We know they’re Otsutsuki clan members with Six paths level strength and the originals of the reincarnation cycle. The manga tells us indra had a perfect susano with the ms and Ashura had a chakra avatar with TSO which should put them in the Low Juubi to even Mid Juubi tier

@Tim Xman I just assumed since Obito only had MS, and because of his Six Paths Chakra, he was able to attain a Perfect Susanoo; you're probably right though because if Kishimoto wanted to let us know about that he probably would've written it somewhere. His case of having a Perfect Susanoo is probably what you said, sort of like how Madara was able to attain a Perfect Susanoo with EMS because he had large chakra reserves.

@Chezzy SSJ4 Also if Obito had both eyes implanted he would’ve awakened susano when he first got ms and it might have been a perfect susano just because he had Hashirama cells. But I’m not sure that’s just me assuming

Low-Juubi based on the lore and what little we know. Asura had TSOs, Wood Style and his own Avatar and Indra was able to match that.

In my personal opinion, anyone with TSO should be at least Legend tier.
