You don't need to seal Kaguya. Strong enough continuous attacks can completely destroy her.

Yeah. Kaguya didn't NEED to be sealed. Well she did, but she didn't. They just weren't strong enough at that time to kill her. And even if they were, they'd be dooming the 9 tailed beasts. Ichigo don't care, so he commits the big doom. Naruto wouldn't doom the tailed beasts, and Sasuke knew he needed the tailed beasts
